Naq Cap bug? - Reference to update

Now, I'm not entirely sure this is a bug ... infact, it probably worked exactly how it's s'posed to, but I'm not sure if it's meant to work this way? Anyway, to the point.
I attacked someone who had roughly 80million army size, and 600billion naq out. Minor defense, so I nicked it. Now I only stole 400billion. Yes, that's how the mechanics of the game were written to do just that, however, if I had attack with say. 10 turns, I would've more then likely been around 450bil naq - 499bil naq. The new update only kicks in when the resources out is over 500bil naq ... however, on hits like these, I'll get more resources if I attack with less turns? 15 - I bump into the cap, 500bil, throwing the calculation into play. 10, I'm under 500bil, so I get the normal amount I'd take.
Anyone see my point? Or am I just bein' whiney. =/
