You rethink your actions of attacking those so clearly out of your power levels, since it will only bring scorn from the ranks of the ascended. In general, you can engage realms in between 5x your size, and 1/5th your size.

you cant hit someone 5 times your size or 5 times smaller

and yes most everyone is complaining

I never realised.....guess I'm the optimum size to hit above and below....but that has gotta suck for some people.....

lol I imagine 7bil planets people trying to hit 300mil planets people, and the opposite...now nomore of that possible...fortunately?

The biggest problem comes from the sniper accounts who use this to their advantage, and gain protection from it. Kinna sucks to get beat down by someone and when you try to retaliate they slip below the limit and out of your reach.
