creating a alience

i am unable to create an alience. i dont see the button to make one and i would like to make one lol.
EDIT: im not in a alience or being asked to join one

Might have the solution.
It used to be in the List Of Alliance pages at the top.
However, I have been informed where it says this:
Alliance Management
LIST OF ALLIANCES
Alliance: (cost 1% income)
Alliance Bank: 0 You do not belong to an alliance.
The "You do not belong to an alliance" is a clickable link which takes you to the create an alliance page?

yup - put that in .....
i did not realize it was GETTING to the page that was the issue...i thought it was the 'submit' button on the create form itself
so now the 'you do not belong...' is the link to creating the alliance...
