i tryed it twice to be sure...
my weapons where under 15000/26000 ---> repair cost around 30mil naq (i had 25mil in hand)
i repaired first 6k with the first button, the "naq per point" (not the "repair all")
my first repair costed me 2500 naq per point for the 6k
after what, repair was costing 1500 naq per point and i was able to complete the repairs with the naq i had on hand.

is it normal ?

yes, it's normal

Repairs are cheaper, for those who have the patience to repair point by point.

why pay at all?

all our weapons are undamaged, even after being attacked...

It is cheaper to repair point by point, deliberately.
