I agree with Teesdale. I think income can trickle down, but the UU gained from officers doesn't trickle up.

obviously it does
off's increase your up => your up boost goes onto your commander

Urogard; Commander receives an UP bonus based on your Pre-Officer UP. So there is indeed *no* 'trickling up' (which would be unnatural anyway).

It does neuter co/officer trees, I agree. The up bonus can still be nice though.
