I like it.
It makes it where you are no longer earning a set amount of resources and adds a bit of dinamics to the game, which I think Wolf will like.

This would be extremely difficult to code, if the game was being written from scratch then it could be added in, but imagine now trying to code that when there are maybe what 5-10k planets floating about the game......

will there be an even amount of good and bad over a set time? if so then nothing is gained or lost, other them more pointless code to slow the game and waste admins time when he could possibly be fixing the fundamental flaws plagueing the game.
Develope it more, then maybe, as it stands, no.

so how would this work on attack defence covert and income planets?
would it be individual for ever planet or the galaxy?
also i dont see how snow would decrease birth rate

decrease or increase the production of whatever that planet does.
don't know, but I'd say per planet.
It would increase the mortality rate of newborns.

You think? Experience shows that good weather means people pull sickies - implying efficiency decreases!
Not a bad idea on the whole though - would bring back a random element to the game (we had one once before - didn't last long) - but needs developing.

When turn lag will be gone, it would be considered then I think.

well snow days would increase birth rates as well mate
and if its a true random, over 1 yrs time, it will equal out and you will have gained what you lost. Still not sure its worth the code, or the increase of information that has to be gone over, but developing.

i think what he/she trying to say lore that say if you had 10 income planet one day income planets could maybe produce and extra 20% or what ever and you know your going to be out for 8 hours which exact what your defence can hold out for so do you risk lossing it or build a bigger defence

Ahhhhhh, that is an arguable point, and does change things quite a bit
