alliance invites?

I've looked through the help threads here and did a search but didn't find anything on this.
It says on the alliance screen that you can invite people to join your alliance, how exactly do you do that? By invite does it actually mean there's an invite function or that you PM people and they manually join you. Second, is it possible for me to add people to my alliance? When I originally formed it, it auto-added my officers but it doesn't do that now with my new officers.
