Can the admin refund the Naq,weapons and untrianed troops?

The reason is because my brother has return to te game. He just to have command called Jaun. He said he will get him SS but he didn't and also he stole his account. I have talk to the admin about his (few months ago) but there is no record. I am asking can the admin refund his Naq,weapons and untrianed troops to my brother.

I am not writing this to cheat, I am writing this to help my brother to get his stuff back. As I am his brother I will look after him even he is not my officer. Who even his command you better watch out, tread him respect, loyal, be kind and many more.
