When i outfit my mothership and add energy shields and volleys, i have no problem, but when i want to add shields, i have this problem.
If i have my maximum shield capacity at say, 10,100, most of the time i can only add shields to a total of 10,099... 1 less. It happens on shields AND volleys. Every so often it will right itself, but because of these inconsistencies, i'm doubting it's anything which has been implemented on purpose.

Any answers?

The game rounds it down, with techs adding 3% a tech level, you cannot have 1/3 of something.

Problem is that i've only noticed it very recently, was fine before, but your solution sounds plausable :p
