Can you spend the money in your alliance bank

Not yet, admin has not implemented updates to make the bank available.

I was under the impression that the alliance bank will only be used as a type of loot, or winning, in an alliance war?

No

Jason said he invisioned it to be used solely for alliance based upgrades. Nothing has been put in place tho.

Is there a thread that has ideas for the sorts of alliance upgrades and how they effect play? Or is it all still not worked out yet?
