HOW IS THIS DONE , IVE ATTACK THIS WEAK GUY 4 TIMES WITH 25 NID OFFENCE X302'S HE HAS 3 DEFENDERS WITH FLAK JACKETS YET NONE HAVE FALLEN IN BATTLE , IS THERE A WAY TO KILL PPL OR JUST KEEP AT IT?

You generally only start to kill soldiers once you, or the defender, has a larger army.

Only when you both have an huge army (1000+, sometimes less), you kill his soldiers. you also need to have a much bigger strike action thzen his defense action to kill more of his soldiers (still need a large army).
