That's not buying an account, that is the seller shelling the account and you buying the resources.
If you do buy the account, you will be cheating. Just buy the transferrable resources in it.

I think we're thinking about the same account. If the seller already has another account, can't that be construed as him cheating, as he'll have to log into the extra account in order to broker you?

Jason has said that a 30 min lapse to move resources is acceptable, anything past that is cheating. If you want to buy the account, but don't want the account. Have him send you the resources. Then he can send you the log in info, BUT you must not ever log in. Then you can sell the shell as well.

It is deemed legal to have an account on "Vacation" until its sold. If you buy one, you send your resources to the new one, Vacate your old one, and never log in again and this allows you to sell your old one at will.

Where you cheat is if you log into 2 different "active" accounts.
