Commander/Officer UP relationship

Evening folks,
Just a curiosity here (I've been around a while but I'm baffled by this), where the UP flowback is concerned with a Commander/Officer relationship.
Here's a list of my current officers (names removed), and their productivity.

Officer 1 616,608
Officer 2 217,824
Officer 3 192,192
Race and rank have been removed intentionally as it's irrelevant.
My latest UP statistic is as follows - Unit Production 74,001 /day (234,460 total).
Now, based on the information I have always been lead to beleive, which is that 30% of the pre-officer collective UP count is warranted back to the commander based on the return of 30% income? Yes or no?
Is it mathematically correct to assume that I'm getting 30% back from these folks as my officers? Because as far as I can see, the numbers do not calculate. Does the potential UP income also reflect on a commanders RAW UP production? Would I double the productivity of my total UP with a doubled RAW UP?
Apologies in advance, I've had one or two drinks, and I kind of get the feeling I was better off without these officers (in terms of UU purchasing on a daily basis) earning 13bn per turn as opposed to 9.1bn per turn. I've ran the maths, and it seems I might be losing out.
I would really appreciate someone having the kindness to clarify.
