You stop naturally generating ATs at 5000.
You may hold up to 10,000 but say if you are doing a market trade for ATs and you have 9,999 then you will go above 10,000.
Also you may buy off the black market (the ingame cash one) ATs BUT only again if you are starting from less than 10K in the first place, however buying USS or SS gives you the attack turns no matter how many you have.
So it is possible to get 30-40k ATs, just not usual.

I think short of buying SS's 39,999 was the max we decided you could get.

No it stops you from buying AT with $$ at a certain level. But not when buying USS or SS.
