Ostrasized, Cusp of Black Hole?!

What does it mean when someone is rank 0? On the Cusp of a Black Hole?
What does it mean when someone is Ostracized, why can't I attack or raid them? Will i ever be able to get at their growing amount of naquada?

Rank 0 can mean ostracised
"On the cusp of a black hole" means vacation mode and they should not be gaining resources

Rank 0 can mean ostracised
"On the cusp of a black hole" means vacation mode and they should not be gaining resources
black hole and Ostracized are both rank 0, but what ostracized mean, and why do they continue to gain resources i can't farm?

let me correct myself, you answered the black hole question.
Why is it that someone ostracized is still gaining resources i can't farm, it says i don't know what they may be carrying or something, i'm beginning to suspect it means they're banned, but why keep them in the game if that's the case, and why allow them to continue to gain resources?

Ostrasized generally means the account was caught cheating, and many times it has "dirty" resources on it and thats why you are not allowed to farm them.
It has been requested they be removed from the game but some factors exist that make that not an option.

so is this a permanent punishment, and i should simply stop watching them? What prevents them from being deleted?

many time $$ in the form of USS and such does. The account is left so the owner can defend himself, sometime the owner is gone for some time.
Past that I have no idea.

rank 0 means:
- a player is temporary suspended (this usualy happens when autoban {done by automated scripts} kicks in)
- a player is in vacation mode (this comes with the "On the cusp of a black hole" near it)
- a player just came off vacation mode or was just unsuspended by admin. He will keep rank 0 until the turn changes.
"On the Cusp of a Black Hole" means:
- that a player is in vacation mode. He cannot be attacked, doesn`t get any units, naq, or anything. He can`t be brokered or resources sent to.
- he doesn`t count in the ranking, since his rank will be 0.
"Ostracized" means:
- banned accounts for cheating. They cannot be attacked, brokered, sent resources to, etc.
- they are players who cheated badly, or attempted to tamper with the site or the resources of the site. They were caught and most likely they will never be unbanned.
