Change the limit of being in perg.. To like 1% of the plague... The plague is 413M atm, so the perg limit should be 4.13M. Why? Well many accounts in perg are now unmassable if they log on once a day... Seriously, 60 at hits while in perg? There is no point to go there to raid as it made it unprofitable for most... Accounts under 4.13M wouldnt find it that bad and would grow a good % of there size. So I think the perg limit needs changed...

(note: if you total population size is greater than 413,424,658 disease will surely strike your lands. Above 310,068,493 and raiding is no longer possible. Above 206,712,329 and trading/buying units no longer possible. Pergatory is not accessible above 41,342,466)

1% seems a little small, maybe 5% with automatic pop out at 10% or something like that.

Though rescinding the change in the growth speed would also help.
