some sugestions for origins
first i think after the attacker kil some % of the def other units start to die... like att, spies.. uus.. dont know..
other sugestion is about weapon system, may be upgrades on technology to bring new weapons, or diferent techs to add % to att or def or up or income, this way everybody can build in a way that fit own game play (ive seen that on other games and i like it)

There is already a thread here for development ideas.
That being said, I like the idea of partially customisable weapon tech so that you can only have so many tech purchases, so people can't just buy them all and we all end up even. That way even at the top, there will be some room for differences.
