Cosmetic Defect #1

No error returned when trying to purchase tech upgrades and you do not have enough Naq to do so.

Cosmetic Defect #2
There should be no Merc tech upgrade if there are no mercs in Origins.

Merc techs have been removed.

Error should display when you do not have enough funds.
