Is caling someone a scum an insult? Should those who call other users scums, be warned/punished?

Depends on a lot of factors. Who said it to whom especially.

Oh, you should be fine then Clarkey heh.
The other day this guy got slapped for saying someone was "gay".
But I think he was TA. And nowhere
near as popular.
As bent as the Soviet sickle and as hard as the hammer that crosses it this place. :P

Depends on who used it, to whom, and how....take three instances:
If someone comes on here saying Hitler is his hero for wiping out jews....then I'd be perfectly happy with people calling him scum.....and then some
If you use it in the role playing race forums, for example, Tauri scum, then I'd say its okay.
If you just use it as a plain old description of a regular forum user....then yes, I'd say it was intended as an insult and not really defendable

^^^^^^^ What RepliMagni said.
Also, I believe that the question is not "Scum? Insult or not?", but rather if the insult "scum" is deserved or not. In the case of Technobaby, who should be sat on until he gives up, then I'd say it was well deserved. =] But only in cases as disgusting as this.

Calling someone stupid is apparently "okay", if calling someone scum is also "okay" then you may as well take out the insulting rules and keep it as no profanities or real life threats. Anything which derogatrively describes or insults should be against the rules, not just the worst cases otherwise a rule against insulting which isn't enforced is pointless.
Repli, just because someone thinks that mass murder is okay and Hitler was a hero doesn't make him scum, maybe in your opinion, but not everyones. To call him scum would be to insult/derogatrively-describe him as you do not like his thoughts / actions.
Just like someone who makes silly comments could be called stupid, that is just your opinion, maybe a well informed and correct opinion but to go derogatrively describing him so is meant to insult. Just because you think the person's actions/opinions deserves him said insult does not make it any less so.
If something is done in role play it is still an insult even if one in jest, i.e how you could say to your friend bleep bleep you bleeper, he wouldnt take any offence as he only knows you jest, but it doesnt remove the fact you are insulting and thus breaking the rule. And anyone could claim anything to be said in jest so yeah, makes no difference. Same way moderators take f*** to be a rude word apposed to frog as it could be hence why masking is forbidden.
...
Calling Technoboy scum is an insult, is it appropriate? no, when is insulting someone ever appropriate or good manners. It may very well be your opinion but I doubt it's everyone's I don't for example think of him as scum. So should you be allowed to say it. Hell No.

scum (skm)
n.
1. A filmy layer of extraneous or impure matter that forms on or rises to the surface of a liquid or body of water.
2. The refuse or dross of molten metals.
3. Refuse or worthless matter.
4. Slang One, such as a person or an element of society, that is regarded as despicable or worthless.
To describe someone as refuse or worthless.
How exactly is that "not to bad"
It's pretty much as far as you can go with insulting someone, saying the mean as much to you as onion peel or a cereal box you but in a black bag and throw away, as insults go, you cant go much further. Unless you put expleetives infront of it or add some nice real life threats on the end.

I would not expect anyone here to be polite to a scammer.

I would treat any member of this forum with respect. But not him. And not anyone that scams resources out of people who just thought they were being generous. >.<
