Covert income

Well, I was just thinking outload so I thought I'd get everyone elses opinion.
UU make 6 naq per turn, thats the common folk
Soilders (Att/Def), make 9 per turn, The strong back, weak mind thingy
. Now when called to duty(attacked or attacking) these guys make less naq.
Covert and AC. All these guys do is chase skirts and play poker and shoot pool. I'm sick of it. I say we put them to work.
My thoughts are, covert guys are not physical workers like the soilders, they are tech guys and such, also they spent resources gaining info, bribes, kickbacks, etc.So I say 3 per turn for them and when used (Att with covert/Def covert action) then they go to 0 as they are trying to get max info and spending their "income" doing it.
Reason being, you can decrease your income by putting loads of covert/AC in, plus helps hide the income you have. With the way income is set up presently its an advantage to the "covert" nations. Less income, so farmed less, so fewer repairs.
Just an idea, if considered please fix standing issues first, and make this a back burner type deal.
