There is that possiblity I have to say I have seen players banned and then get active again, but thats for admin to decide

and if it was just ip bann i don't think his account was out of ranks

what is more annoying is that cheaters that doesn't admit they cheat

I just fail to see the point in cheating period, it defeats the purpose of playing in the first place...

I can see your point, if he was indeed caught red handed cheating then he should admit it and say sorry..
