check for multi account?

can a admin cheek account for multi suspicions?
i meen to report he a few weeks a go but never got round to it and now he popped up again and it kind of remind me and now i a little more suspicious.
1962544 is the account i want check and goes by name Skoar.
he first appear to me on or before 26 Mar when he hit me couple of time. both time were defended and when i cheked he out he had 500k army size and looked like new account. i thought i have some fun with he and destroyed his defence, covert and planet.
he later set me to war on 26 Mar.

i later notice few things going on with he account on 29 March. i do have screen shots 2 but i'd rather just type it and only provide screen shots if i need to as it would meen i need to find storage to up load them, and i don't have none.
on 29 Mar at 00:55 he had 1,771,582,308,690 naq out and he had 15,072,642 army size instead of he 500k on 26 Mar. He also on PPT. i thought maybe he bought USS upgrade, but he UP was still at 7/day from when I spied he on 26 mar. so clearly that was not it.
then again at 01:13 he still had 1,765,631,890,587 on PPT but had 17,072,650 army.
then at 01:20 he dropped to 1,195,316,810,587 with 16,572,650 army but no longer on PPT.
then a few minutes later at 01:23 he dropped to 694,155,868,187 with 16,378,720 army, with no PPT. he ATs continued to remain at the same amount and his UP was still at 7/day as i continued to spie on he.
then again at 01:34 he naq was 690,423,342,672, but he army went up to 18,298,099 and he was back on PPT, still with 7/day UP and same ATs.
he also had very large amounts of fleets, i think in to the 20k's, can't quite remember.
he hit me again today, which is what reminded me that i was going to post about he, and he account seems to have increased lot since 29 Mar, and i found it more suspicions.
i can't see what he account is now as he have big covert. but he took my planet and he fleet is even bigger now. he strike gives the impressuion he army is bigger than before and he rank was never so high.
i don't know where he resources came from when he was on PPT.
please can someone look at that account and see if he not cheat.
if he not, then i work harder to match he. :O

cant spy as im in perg but he might be a haker or have some nice freinds lol
