Does cosmic expansion rate decrease constantly, or am I going insane?

Soon as you go over 2billion planets, yes, your CER will start going down.
Take a note of this, below where you buy fleets.
Note: When your total realm size exceeds 2 billion planets, your rate of growth slows...
You are currently growing at 22.76 percent of full capacity...This affects just new planet finds, not current planets.
Some people on 2% now

Go to Cosmic Development scroll down and the message is underneath where you buy more fleets. ~Thamuz~

yup mine is under 7% too as well now. 4 months ago I was at 43.5mill/day and now several hundred quadrillion dmu later I'm still at 43.5mill/day.

It does. I made a point to watch for it, back as I approached 2 Billion planets. Before 2 billion...no message.
Soon as 2 billion was reached, message showed up, and growth started getting decreased.
