well on Origins I'm Tok'ra so could a Tok'ra sub forum be added in the races section in the Origins forum?

The Tok'ra in Origins are a hidden race; their members are not supposed to be known. While you may choose publicity with your affiliation, most other Tok'ra don't want to share that information.

I would suggest you post a request in the specific Origins forums in regards to this, but don't have too much hope. Personally, I don't see it happening.

Also, there is a hidden Tok`ra section in the main race forums. I'll PM you who you need to talk to.

Why would we want another underpowered unascended race in the game?

If you want to bring in a new basic race at least be original and suggest something that doesn't have to ascend to be competitive.
