Yes if you are above the buying or raiding cap you get the UU and all other benefits for the SS, and USS options.

Next question then, does the same apply to the ingame cash market? eg, can you buy UU with $ directly ingame despite being over the caps?

I will try to get confrimation, but if I understood it right when Clarkey discussed this with admin, NO the cap limit will not allow you to buy direct if over the cap. Of course you can buy 1$ worth and see, but I'll try to reach admin for clarification.
