Never understood what it was. Can someone explain it better?

Basically just shows you where you are ranked in how many planets you have, if you look at how many planets you have and then look at your influence power you will notice how similar they are. your influence power is how many planets you have with three 0's added to it.

and then it is ranked to show you where you stand in size compared to the rest of the server.

Mine isn't functioning like that anymore.

Your Physical Expanse 12,736,996,152 Planets
Your Influence Power 1,460,985,680,318,600

But I just purchased some CEF. I will check it again after turn change, but I think it is not much different then normal.

Fremen's is the real one. It is calculated as your planet count x a multiplyer based on your charisma. Influence power has always had a bug that displays it as planet count x 1000 every now and again.

Neither means anything because your 'influence' rank is based on planet count not influence power.
