How is this possible?

You're over 2B planets, your growth is being reduced percentage-wise as you progress beyond that cap.

I swear someone asks this twice a week...

They ask this or about the names for the various ascended levels.

This question takes less effort.

Theoretically, they can be helped back to their full growth capacity..
