A Turn Bug? {AT}

I had 9,999 AT'S then after the turn change i had 9,996, or 9,993 (cant remember now 
). I was on PPT so i know i didn't use em. Is this some sort bug or is it meant to be there? A 'get-up-and-go' to make you use your AT's? Either way, its only basically 0 turn loss so i don't really care... but still...
