Can't upload Avatar Image

User Control Panel >> Profile >> Edit Avatar
The only Options are...

Avatar dimensions:
Local gallery:
---
It was possible before to upload an Avatar from your Computer, as well as upload one from a URL I believe... both are gone now, as well as anything else I may be forgetting...
Perhaps there is a reason, or maybe a mistake? *shrug*
