Red name attached to Username

Sup peeps.....
Just one question I have, the red names players have attached at the
bottom of there names.
How do you get that?

The account has to be 3 years old before you have access to the red name function.

wait whats with the 3 years old thing.
does it just pop up in your edit page with the whole name thing and nickname thing and vac thing.

It appears in the preferences page.
