if you get someone to clik the unique link where they can join you as an officer, are you supposed to get a free untrained person added to your army, im just kinda unsure if thats what the rules were trying to say.

Yes, if someone clicks on your link, you get an extra unit added to your army....

It is located at the bottom center of your commander center screen under Recruiting.
