Ascended Blessing

Can someone tell me exactly what the ascended blessing does? It doesn't make any sense to me.

Only available after you get to prophet and higher ascensions. Gives you a chance to either hit or defend with double your current strike value. Higher the ascension better the chance of getting an AB.
