Black Market turns (Cash market)

If I buy say, 20K black market turns (Cash Market), can I trade them? (IE: send them, not broker, because I owe some ppl turns)

Yes, those are transferrable. The only ATs that you can't transfer are the personal ones which require you to use all three Market Turns.
You can test this out by transferring 5000 ATs to me for answering your question.
