The tiny amounts say of negative UU are usually a counting glitch. i've certainly had -38 to -48 UU and it fixes itself on the turn.
However bigger amounts usually trigger the Autoban

'tis caused by the floor() function. Per turn, you aren't actually getting a 'whole' uu. floor() basically takes a decimal and 'rounds' it down to the nearest integer.
So, even though it might say you have, i.e. 364,734 covert agents, it might actually be 364,734.95
Hence why you would get neg uu.
