if you are looking for one with a qwerty keyboard handset then the blackberry curve 8900 is pretty good. easy to operate, very good calendar and organiser and should be cheap as well. batteruy life is not the greatest though.

Lg tend to make very good budget low price phones and touch screen. so if either of those two are what you fancy then they are good

LG battery lifes are pretty good too
and in general they have pretty good cameras
touch screen can be a bit fiddly to begin with, you get used to it tho, however, don't even need to use the stylus to operate it well

if they do what i want from them and are for a tenner then they're perfect
never had the touch screen thingy.. can one switch the touch screen on and off, so it doesn't get touched and call ppl when inside me pocket?

they have a lock button on the side, and they lock automatically after a period of inactivity
even if u hit that, its unlikely that u'd actually dial a number
