who do you get them and what do they do because mine is still at zero

It's just something that was put in but never implemented, as far as I know...

I'd imagine it was an idea that never got fully developed, but maybe we'll see it come to life after the big overhaul that's supposed to be coming.. 'soon'...

It dates from the very beginning of ascended. Descending enemies was not added until very late in the game and Ascended Resurrections Saved wasn't included in the update when it was released. Someday it may serve a purpose other then being the great equalizer stat.
