The only person who ever beat the game was JUAN, and that was directly by Jason's admittance.. whether JUAN did it by questionable means or not is forever going to be down to speculation...

I think he means that Jason admitted that JUAN had beaten the game, so to speak.
I suppose Jason is the only person who knows exactly how everybody got where they are in the game, and what they have achieved.
