Anti-covert effect on viewing stats

I was wondering something. Lets say someone has the top regular covert strength in Quantum. Unfortunately they have neglected their anti covert, and it is the very worst in Quantum. So theoretically this would put their total covert rank near the middle.
Does that mean, even though they have the strongest normal covert, they would be unable to see players stats whose total covert is slightly higher than average?

No. They would be unable to see anyone with an anti-covert higher than their covert. It's like attacking.

No.
The Rank means nothing.
Your Covert action blocks sabbing and spying. It is completly defensive.
Your Anti-Covert action kills enemys spys based on a comparison of Covert and Anti-covert power. It has no effect on sabbing/reconing.
Much like M/S whose total rank has no bearing on their def. or Off. stats.
THe total rank means nothing. It is the power ratings.
