This probably belongs in the ascended section of the forum, but to answer your question... you can no longer "raid" on ascended. You used to be able to back in the good old days before the big update that screwed ascended.
The equivalent of UP on ascended would be the combination of Outward Charisma and Cosmic Exploratory Recon Fleets. Those two factors combine to give you your Cosmic Expansion Rate... which is basically Planetary Production.

As it's more of a question about ascended, moved to the ascended forum.You used to be able to raid on the ascended server, but the feature was removed quite some time ago. That's why you aren't finding it
The only way to grow in size on ascened is through your C.E.R (Cosmic Expansion Rate), producing planets.
