you're going to assume that the one who possibly does(ie me) isn't going to waste an extreme amount of time here to explain it, because of bigger issues on the forums.

i can't say for sure, but i think they do stack fully. I seem to remember when i upgraded my defense tech on quantum fairly recently it boosted my defense by 60% (goa'uld 2nd tech advance, 55% for 1st one) rather than by an extra 5%. Don;t quote me on it though, hehe.

Depends what you mean by stacking. They actually multiply. Say the levels are 30% + 40% + 100%, does that mean you get + 170%? WRONG! It would be 1.3 * 1.4 * 2 = 3.64 multiplier.
