what´s going on here with this new upgrade, I used to have high cobert rank and now i´m going down??? it´s like i got no agent now!!!!!!

That's because Covert and Anti-Covert are linked under a single rank. You need to start upgrading your Anti-Covert methinks

EVERYONES covert has been cut, in an effort to reduce it's unbalanced effect on alliance rankings... don't worry, you sitll have the same relative covert power.
But for covert 'rank' you will need anti-covert and covert.
