Old Threads...

I like to look through old threads a fair bit, for a variety of reasons.
I often find a thread where:
1) the discussion did not end *nearly* as soon as I would have liked it to,
2) but where the thread participants had rightly behaved, and so the thread was not locked...
yet both bumping old threads as well as starting new threads on old topics is frowned upon...
May I ask, what is the best way to reopen the subject for discussion?
Please let me emphasize that I understand that some topics get talked to death, or spammed to death, or locked for many good reasons...
I'm not referring to those threads...
but to un-replied threads,
and threads that, for whatever reason,
just never got the attention they deserved.
