Dunno, if this is enough, but it is something fishy in there.

Acc. has 0 in miners/lifers, got whole his army of 22mil in normal attackers-and this has been for months-all he does is stealing 0 def planets and pushes them into space.

most probably a feeder / multie account. just wait for the day he ll get raided by the owner

I've seen him stealing a planet from alliance member few weeks ago for no reason.
Probably a multi, or a "merc".
