I had ams when someone tried to attack me but none were used.

Why is that?

Now my def was about 10x bigger than his strike. I know that there was a limit if you are attacking to be able to use ams, but does it go the other way also?

Check the bottom of the attack log. Did it say "IT IS A HOLAGRAM"?

One attack was a hologram. The other was not still no ams set off.

Does the attacker being Tauri with there rapid withdraw have anything to do with it?

Yes, either Asgard or Tauri Unique tech could cause this.
