Not sure if there is a thread on this or not, I spent about ten minutes looking but I'm at work so it couldn't be real thorough.
Anyway....
I believe I am the only active member left in my alliance and I was wondering if there was a way I could get a hold of the few trillion that is in my alliance's treasury and then disband the alliance?

No. That bank is reserved for updates, such as the ones you can see when you log in to Beta.
