Tittle on forum(Under Name On Right Hand Side)

I see a bunch of different Tittles and i was wondering if there is a way to Change it. I looked through the control panel and i didnt see anything about it.
So is there a way to change it? and if so How?

They are linked to post count, a select few have custom ones (such as mine)
How Do You Be Come one of those few?

Your question implies a wish for some protocol in that regard. There is and will be none.
