Could you say ask admin to change someones name, if they were on vaca mode for like a long time, or obviously inactive?

I did it. The account with the name Sarevok was like id <10000, and had like 1000 army size. Jason renamed it, so i could assume the name Sarevok.

Admin has been known to change names for you upon request - especially if you can show that you are active and that the person with the name is no active and unlikely to become active.
