Why? Because at a certain point your effective UP is 0 or negative, because your UP cannot cover the amounts of deaths anymore. Somewhere when your total army size, excluding mercs, is at 80-100% of the 'surely the disease will strike your lands'-size (see the Training page ingame below your raw UP for the current numbers), randomly units in your army will start to die. A common misconception is that the UP decrease. Effectively, this is right, but technically it isn't - for example, you'll find out suddenly after a turn you'll need to replace super attacks, or spies (just one of the possibilities) since they died due to the plague.
The nearer you come to the plague limit, the higher your % of deaths will be. Of course there's a certain limit to the max % of soldiers that die, but noone has grown fast enough yet to find out at how much % that isWhy?
