ok so i saw the 49mil army thing for perg.what happens if you go over 49mil army in perg?

Once you go over the perg limit you will get booted into normal realm after turn change.

i thought that if a inactive acount went over the fresholdt of army size they only changed realm after the next log in ?

No once you reach the limit then when you go over the limit it will automaticly boot you into normal realm.
It doesnt boot you once you log back in straight away it has to be done by turn change.

couldnt that be taken advantage of
go to perg with 2 mill army then raid a bunch till 49 mill then get booted then sell uu's and go back

Some OE members use that tactic.
Either go to perg raid loads of uu wait to get AT then go back to norm sell or transfer the uu to a friend then go back to perg raid some more then go back to norm so you would have the uu from your friend and from perg.
Either sell or keep the uu.
Best tactic to use.

Hm, I thought that you got booted at (entrance limit * 1,4), or do I have missed a part of the last updates?

So the current entry is 7.5% of plague, boot is 10% which is approximately 49.4 mil at the moment. The value listed on the training page is the old value and was not corrected with the update.
As for being booted, you are kicked only when you are online and over the limit. So if you outgrow perg while offline, you are booted only when you next log in.

but can anyone with recent knowledge, (post-updates),
make sense of these different opinions?
especially since we all know that what the updates say they will do,
and what they actually do are often not the same thing.
