MPAA ratings etc...

Can someone explain me why every time I see a movie in France considered as -12 forbidden, it's like 90% of times rated R in the USA? (Example I have in my mind, the Scary Movie 4movies-trilogy)
I mean...what kind of movies/series aren't considered as PG/PG-13 and viewable by "everyone"? (if the R rating is so strict, then I guess the PG is as well)
And...why so strict on the ratings? :)

~I know some movies here should be rated more than -12, such as Scream trilogy, -16 might be more appropriate due to strong violence, but I think the R rating is too excessive sometimes~ (our ratings go the following -10 [not made for a young audience]; -12 [= USA's NC 17; R]; -16 [erotica and extreme violence movies]; -18 [porn and few ultra violent movies])

does it really matter what the rating says? you can always download it if you wish..
